Friend to the reply which I gave in the House on the 15th ult. to a very similar question by my hon. Friend the Member for Northampton. I then said that no representations had up to that time been made to the Office of Works in favour of the change, which was so considerable a one that I did not think it could be made without some expression of opinion by the House.
