Motion made, and Question proposed, "That the Chairman do report Progress' and ask leave to sit again."—(Mr. Banbury.)

MR. CALDWELL (Lanark, Mid)

This is a Bill which has the unanimous assent of Law Officers on both sides, and has the approval of all Scottish Members. It was introduced by a Unionist Member, on whose behalf I now move it. The only objection comes from an English Member, who has no interest in it whatever. The Bill has the unanimous assent of the Scottish people, and I only say that the action now taken will further increase the desire for Home Rule in Scotland, for it will show the people how impossible it is to pass unopposed Bills through this House. I shall set it down for to-morrow, and day by day I shall move to proceed with it, thus calling the attention of the people of Scotland to the matter.
