Motion made, and Question proposed, "That the Bill be now read a second time."

MR. GOSCHEN

said, the Opposition had done their best to facilitate the disposal of the remaining questions on the Paper. He did not wish to introduce objections, but he thought that they ought not now to proceed with other Bills which were at all open to discussion.

said, there was no intention of pressing the Bill unduly. It had been on the Paper for some days. It had come down from the Lords, and was practically agreed to by both sides, but he would not press it now.
