I beg to ask the First Commissioner of Works by whose authority the keepers of the gates at Richmond Park are forbidden to allow brakes to drive through the park; whether it has been the custom in former years to allow brakes equally with other hired vehicles to do so; if there is any reason for the present prohibition; and whether he will give orders that it be removed?

There has been some doubt as to the exact interpretation of the rule of Richmond Park as to the admission of brakes, and the practice has accordingly not been at all times uniform. A legal opinion having now been obtained, brakes hired by an individual or a party, and not plying for hire, will in future be admitted.
