Motion made, and Question proposed, That leave be given to bring in a Bill to secure to the public the right of Access to Mountains and Moorlands in Scotland.

It may be in the remembrance of hon. Members that a Bill with objects similar to those which are sought to be attained by the present Bill was brought in by the late Government without any opposition or explanation. In these circumstances I hope that no objection will be raised to the introduction of this measure.

I need hardly say that I should not propose to proceed with the Bill any further on this occasion if I found that it received any opposition. All I desire is that the Bill should be read a first time in order that it may be printed and considered as an expression of the views of the Government in this matter. If hon. Members opposite then object to it, they know as well as I know that at this period of the Session there will be no opportunity of proceeding with it. Therefore, I hope hon. Members opposite will not press their objection to its being brought in.
