I bog to ask the Postmaster General whether the Post Office Savings Bank purchase Consols for their investors in the ordinary manner inscribed in the books of the Bank of England; and whether it is necessary to continue the present practice, whereby a depositor who purchases Consols through the Post Office Savings Bank receives a special certificate, which is an unnegotiable instrument, undertaking to inscribe the Consols in the name of the depositor only after certain tedious formalities have been complied with?

The answer to the first part of the question is in the negative. As regards the second part of the question, the formalities prescribed are as simple as they can be made. So far as the investor is concerned, he has only to fill up a form and send it to London with the deposit in an official envelope provided for the purpose.
