MR. J. MORLEYI think the hon. and gallant Member has not quite accurately stated the position. All I promised was to announce the decision of the Government before the rising of the House. That date has not yet arrived.

§ COLONEL NOLANIs the right hon. Gentleman certain he did not name January as the date for announcing his decision?
MR. J. MORLEYI am sure I did not. I may have said that the compulsory clauses should come into force in January.
