I beg to ask the Under Secretary of State for Foreign Affairs whether it is true that, since Zanzibar has been declared to be a free port, the German East African Colony has imposed a duty of 10 per cent. on goods imported through Zanzibar into German territory on the mainland opposite Zanzibar along the coast, while on goods imported direct into East African territory they only charge a duty of 6½ per cent.; and, if so, whether any representation against this exceptional treatment has been made to the German Government?
