I beg to ask the Attorney General whether he is aware that the Bank of England and the London and North Western Railway Company cause much trouble and expense to Scotsmen, by refusing to recognise the appointment of judicial factors by the Scottish Courts under "The Judicial Factors (Scotland) Act, 1889"; and what steps the Government propose taking to enforce the law?
