§ THE CIVIL LORD OF THE ADMIRALTY (Mr. E. ROBERTSON,), Dundeewho replied, said: The Memorial, which was dated October 29, has been under the consideration of the heads of the various Admiralty Departments previous to being submitted to the Board. There are many points involved; and it is not practicable to state when a reply will be given, as the Memorial will have to be submitted to the Treasury.
