I beg to ask the Secretary of State for the Home Department whether any new Rules have been issued by the Factory Department to the effect that persons who have complaints to make of evasions of the Factory Acts have to give their names to the Factory Inspectors?

NO, Sir; anonymous complaints always have been, and still continue to be, treated with the same consideration as if the name of the complainant was given.
