I wish to ask the Under Secretary of State for Foreign affairs a question of which I have given him private notice. It is, whether British merchant ships at Rio now enjoy the same facilities for discharging their cargoes as those of any other country; and whether Her Majesty's Government will take steps, in any settlement of the present civil struggle in Brazil, to secure that British commerce is not loss favoured than that of any other country?

British merchant vessels at Rio enjoy the same facilities as those of any other nation. The Government will neglect no favourable opportunity which may present itself of securing to British commerce generally the same advantages as are given to any other nation.
