HIBBERTThe Treasury Minute expressed the opinion that the holiday of established messengers with more than five years' service should be limited to 18 working days, exclusive of public holidays. Within this limit the Treasury has not issued instructions to Heads of Departments prescribing the exact amount of leave to be allowed.
