§ MR. H. H. FOWLERAny request to inspect the letters for the purpose of the compilation of a book of memoirs should be addressed to me privately. I am always willing to give assistance, wherever possible, by allowing inspection of letters for such an object; but when I am questioned in the House, I can only deal with the matter on public grounds.
