FOWLER,) Wolverhampton, E.Both the Government of India and the Secretary of State in Council are in negotiation for the formation of Companies for extending the Indian Railway system on the lines indicated in the Government of India's Resolution of the 15th September, 1893. I am in correspondence with the Government of India with reference to some modifications which are desired in the terms of that Resolution.
