MR. TOMLINSON (Preston) moved to leave out the words "or neglects," as objectionable.

Amendment proposed, to leave out the words "or neglects."—(Mr. Tomlinson).

THE SECRETARY OF STATE FOR THE HOME DEPARTMENT (Mr. ASQUITH, Fife, E.)

said, he had had some communication on the subject with the hon. Gentleman who represented the mine-owners, and the objection to these words seemed to him altogether unaccountable, but he would like to have the opportunity of further considering the matter, and would deal with the Amendment on Report if the hon. Member would postpone it for the present. It seemed a pity for the sake of a merely verbal change to alter the form of the clause, and he hoped the hon. Member would consent to postpone the Amendment.
