I beg to ask the Secretary of State for India whether he will take into consideration the difficulty of recovering debts from Army officers in India, and alter the Rule at present in force and allow the India Office to give the addresses of the officers when they come home on leave, as this is the only opportunity a trader has of recovering the debt?

The present Rule was laid down by my predecessors in accordance with the practice of the War Office, and I am not prepared to interfere in the matter.
