MR. FIELDI beg to ask the Secretary of State for India whether he will take into consideration the difficulty of recovering debts from Army officers in India, and alter the Rule at present in force and allow the India Office to give the addresses of the officers when they come home on leave, as this is the only opportunity a trader has of recovering the debt?
