I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether his attention has been called to a resolution of the Cavan Board of Guardians, pointing out the necessity of power being given to the Local Authority to order the destruction of animals affected with rabies, paying compensation to the owners; whether the Privy Council will consider the reasons given in favour of the proposed change; and whether he is aware that in a recent case the Board were not allowed to give compensation for cattle slaughtered by order of the Veterinary Inspector, on the ground that they had been bitten by a mad dog, but were informed that they could only give compensation when an Order of the Board had been made previous to the slaughtering?

Attention has been drawn to the resolution referred to. The reasons given in favour of the proposed change will be considered with a view to the issue of such an Order as may be deemed necessary. In the case indicated in the third paragraph, in which the Guardians inquired whether they could pay compensation for cattle slaughtered in consequence of having been bitten by a supposed rabid dog, they were informed that Local Authorities were not empowered to pay compensation in such cases.
