DR. MACGREGOR (Inverness-shire)

asked if the Government would take into consideration his suggestion to bring in this Bill before 12 o'clock, so that the responsibility of its rejection might be placed on the right shoulders?

moved that the Bill be read a second time.

said, it was competent for an hon. Member to do so.

said, he should move the adjournment of the Debate.

said, he could not be responsible for the Government in this matter. He simply wanted to know whether the Government proposed to adopt the course he had suggested, and he hoped some one was present who would be able to answer?
