said, he wished to state on behalf of his hon. Friend the Member for St. George's-in-the-East (Mr. Benn), who had given notice of an Instruction to the Committee on the East London Water Bill, that after what had occurred on the previous day he did not intend to move it. He intended to reconsider the terms of the proposal, and to put it down on a later day.
