I beg to ask the Secretary of State for India if the India Office has yet received a copy of the recent Instructions issued by the Government of India, ordering that in future the police in dealing with a riot shall not use blank cartridge but use only ball cartridge; if so, has this Order received the sanction of the Secretary of State; and will be lay the Instruction and any correspondence thereon upon the Table of the House?

No definite Instructions have yet been given on this subject. The question is under the consideration of the Local Governments, by whom the Orders will have to be issued eventually, and the precise line to be taken will not be determined until the Government of India is in possession of their views. When the Correspondence is complete there will be no objection to its being presented to the House.
