§ THE VICE PRESIDENT OF THE COUNCIL (Mr. ACLAND,) York, W.R., RotherhamThis is a case of a new school. No existing facilities have been withheld, and it is not a case of remission of fees. The Department hold that under Section 4 (1) of the Act of 1891 it would not be for the educational benefit 1475 of the district that fees should be charged in the proposed school, and so interposed at a period in a child's life when such a charge may be a barrier to his or her further advancement.
