I beg to ask the Postmaster General whether a sorting clerk at Bristol has been promoted over 10 men his qualified seniors; and, if so, on what grounds?

The facts are as stated. I am informed that the men passed over, or the most promising of them, on being tried on higher duties, were found not to possess the necessary qualifications. I am, however, making some further inquiries, and will communicate with my hon. Friend.
