§ THE CIVIL LORD OF THE ADMIRALTY (Mr. E. ROBERTSON,) DundeeMy hon. Friend has not supplied me with a report of the learned Judge's observations, and I have not been able to obtain one. I am informed that the money-lending transaction in question took place outside the yard, and, therefore, beyond the jurisdiction of the superintendent. In such a case, I do not see how the authorities could interfere without unduly trenching upon the personal freedom of the men.
