I beg to ask the Civil Lord of the Admiralty whether his attention has been called to the remarks of the County Court Judge at Sheerness as to money-lending in the dockyards; and whether he will put a stop to such practices, in the interest of the men and officers in the employment of the Government?

My hon. Friend has not supplied me with a report of the learned Judge's observations, and I have not been able to obtain one. I am informed that the money-lending transaction in question took place outside the yard, and, therefore, beyond the jurisdiction of the superintendent. In such a case, I do not see how the authorities could interfere without unduly trenching upon the personal freedom of the men.
