I beg to ask the Under Secretary of State for India whether he is aware that every non-official present at the Muzafurpur Conference on the Behar Cadastral Survey rejected the scheme of the Government of Bengal for the maintenance of the Record of Right, as unjust to the agriculturists of Behar; whether he is aware that a Memorial to the Secretary of State, setting forth the objections of the people of Behar to this scheme, is being signed by large numbers of leading landowners and ryots in that Province; and whether the Secretary of State will withhold his sanction from this scheme until he has had an opportunity of considering the objections?

The Secretary of State has not received any official information about the Muzafurpur Conference; but from the newspaper reports the facts seem to be as stated by the hon. Member. I can only repeat the answer which I made to a similar question of the hon. Member's on the 25th August, that the Secretary of State has already given his sanction to the Survey.
