NAOROJII beg to ask the Under Secretary of State for India whether the Government intend to commence the survey of North Tirhoot—i.e., Darbauga, as owing to most unprecedented floods the time is most inopportune; whether ryots' Representatives were invited to the last Survey Conference at Muzafarpur; and whether the new Record of Rights Scheme of the Bengal Government is only a modification of the discredited Patwari Bill of 1885 that was stopped by Lord Dufferin?
