I beg to ask the President of the Board of Trade whether the passenger vehicles of the trains run by the Highland Railway Company are provided with automatic continuous brakes as required by the Order of the Board of Trade, in pursuance of "The Regulation of Railways Act, 1889"; and whether, as the limits of time allowed for this provision expired on the 16th August last, penalties will be imposed if the Highland Railway Company have not complied with the Order?

No, Sir; on several of the trains run by the Highland Railway Company continuous automatic brakes are not provided. The Order of the Board of Trade in this respect was extended at the special request of the Company from the 16th August till the 31st December next, when it will come into force. It is my intention to take the steps provided by the Act for enforcing compliance with that Order.
