I beg to ask the First Commissioner of Works how many foreigners are employed in Kew Gardens as gardeners or under gardeners; and whether, in view of the fact that these gardens have always been looked upon as a national school of instruction for higher scientific gardening, he will consider the advisability of employing British subjects only in them?

There are four foreigners employed as gardeners at Kew. They have entered for the purpose of technical training. As large numbers of English gardeners, trained at Kew, find employment abroad, I do not think it would be expedient to prohibit the entry of foreign gardeners in the Royal Gardens.
