I beg to ask the Postmaster General whether he is aware that no notification has reached the Post Office in Liverpool of the concession which it is believed has been made by the Department to the effect that postmen off duty, though in uniform, will be allowed to smoke; and if he will direct that the necessary instructions shall be forthwith forwarded?

A notification to the effect of the question was made in this week's Post Office Circular, which was issued on Tuesday last to Liverpool and all other Post Offices in the United Kingdom.
