I beg to ask the Secretary for Scotland why he has refused the application of the Leith School Board to admit the Craighall Road School, Leith, to the benefits of the fee grant?

After full consideration, I came to the conclusion that there are no special circumstances in connection with the Craighall Road School which entitle the School Board to obtain, in respect of that school, the benefits of the fee grant, under Article 134 of the Code, while fees continue to be charged.
