I beg to ask the Vice President of the Committee of Council on Education whether any child who still attends an elementary school, but who has passed the standard of exemption, and is not receiving instruction in the obligatory subjects, may receive aid from the Technical Instruction Committee of any County Council at a continuation school or at some technical class?

MR. ACLAND

The Local Authority is debarred by Section 1 (1) (a) of the Technical Instruction Act from supplying, or aiding the supply of, technical or manual instruction to scholars receiving instruction at an elementary school in the obligatory or standard subjects—that is to say, in reading, writing, and arithmetic as prescribed in Schedule I of the Code. This is in accordance with the opinion of the Law Officers of the Crown. The local standard of exemption does not affect the matter.
