BUTCHER (York)I beg to ask the Postmaster General whether there is still a Rule in the Postmen's Rule Book preventing postmen from smoking in the street in uniform even when they are not on duty; whether this Rule is still being acted upon; and whether he will consider the matter, and will give such directions as may be necessary in order to cancel the Rule in question?
