I beg to ask the Under Secretary of State for India whether the proposals of the Government of Bengal to provide for the annual revision of the Record-of-Rights of the Behar Cadastral Survey have yet been submitted to the Secretary of State; and whether the Secretary of State will withhold his sanction from the Record-of-Rights Bill until he has had an opportunity of receiving the Memorials against it that have been prepared, and are now being signed in Behar?

My hon. Friend has asked me to answer the question addressed to him. (1.) No, Sir; the proposals of the Government of India have not been received by the Secretary of State. (2.) The Secretary of State will wait a reasonable time for the receipt of the Memorials before he comes to a decision.
