I beg to ask the Secretary to the Board of Agriculture whether the partial enforcement of "The Glanders Order Act, 1892," by the London County Council, has resulted in reducing the disease called glanders in the Metropolis; if not, whether he is prepared to make the provisions of Clause 19 compulsory?

I am happy to say that a considerable diminution in the number of horses reported to have been attacked with glanders in London has taken place since the Order referred to came in force, the number being 1,837 in the 52 weeks ended the 14th ultimo, as compared with 2,478 in the corresponding period for 1891–2. My opinion with regard to the provisions of Article 19 remains unchanged; but I do not feel that under existing circumstances I should be justified in making those provisions compulsory.
