I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that the free working of the Labourers' Cottages (Ireland) Act is much impeded by the present complicated preliminary procedure and heavy preliminary expense; and whether, in view of the consequent suspended action of many Unions in Ireland, he will take early steps to remedy these defects?
