I beg to ask the Under Secretary of State for Foreign Affairs whether any progress is being made in the negotiations with the Spanish Government with reference to a new Commercial Tariff between England and Spain, calculated to improve the mercantile intercourse between the two nations?

The Cortes adjourned in the summer without having passed the law necessary to give effect to the temporary agreement signed at Madrid on July 18 last. Her Majesty's Government hope that this law will be passed at the earliest date possible. In the meanwhile, there has been no alteration in the existing commercial modus vivendi, whereby British trade is at present placed on the same footing as that of other European countries. The future of British commercial relations with Spain continues to occupy the attention of Her Majesty's Government.
