I beg to ask the hon. Member for Merionethshire, as a Charity Commissioner, whether he can state why the plans for the proposed polytechnic for South-West London, which were sent to the Charity Commission in December last, have not yet been approved; and whether he will take steps to prevent any further delay in dealing with this matter?

The plans mentioned in the question were sent to the Charity Commission, together with proposals involving material modifications of the agreement as to finance upon which the scheme for the regulation of this polytechnic was based. In the result of communications between the Commissioners and the Governors, as to the proposed modifications, it was found to be necessary that an Assistant Commissioner should confer with the Governors and report to the Commissioners. This Report was not received by the Commissioners until the end of April, and on the 18th instant they communicated to the Governors their general approval of their proposals.
