That it be an Instruction to the Committee on the Water Provisional Orders (No. 2) Bill to strike out of the Bill the Provisional Order empowering the Llandrindod Wells Water Company to raise additional capital.
§ MR. SPEAKERThe other day the House sanctioned the Second Reading of a cluster of Bills of which this Bill forms one. To move an Instruction to the Committee that they have power to strike out one whole Bill is quite an unprecedented exercise of the right of Instruction, and would not be in Order. The hon. Gentleman, however, has got his remedy. The time for petitioning has not expired yet; and if a Petition is presented it will go, I understand, before the ordinary Committee, and will be dealt with as that Committee thinks fit.
