On a point of Order, I wish to ask you, Mr. Speaker, whether the practice of allowing a private Member to move the Adjournment for the Derby is not one which has grown up without any regular sanction by the Rules of the House; and whether, the Motion for such Adjournment having been defeated last year, it is still within the discretion of any private Member to bring it forward?

Up to the year 1878 it was the custom for the Government to make that Motion; but it has since been in the hands of private Members, and the fact of the Motion having been rejected last year is no reason why an hon. Member should not again bring it forward. Probably in a now Parliament the hon. Gentleman thinks he will have a better chance of carrying it.
