KENNYI beg to ask the Secretary to the Treasury whether he will state the constitution of the Committee which recommended the recent reorganisation of the Inland Revenue Department at Dublin; whether said reorganisation is in effect simply reverting to the arrangements which existed up to 1885; and whether he can give an assurance that Mr. MacDowell's appointment will not be made permanent, but that ultimately the Comptrollership of Stamps at Dublin will be given to some Irishman in the Service there, qualified for the post?

The answer to the second paragraph is in the affirmative. It would be contrary to precedent to give any such assurance as is asked for in the last paragraph, but the suggestion will be borne in mind.
