§ MR. W. E. GLADSTONEThe proposal referred to is one of great importance, and I should be inclined to agree that some such alteration as that suggested is desirable. It is, however, a serious matter, as it is in the nature of a restriction of the liberty of action of hon. Members, and no steps ought to be taken without mature deliberation and consultation with the authorities.
