MORTON (Peterborough)I beg to ask the Secretary of State for the Home Department whether he will lay upon the Table the Report of Her Majesty's Inspector of Mines on the accident which took place at Newbattle Collieries on the 20th January, 1893, whereby John Neesam, a workman, was killed, so that the working men and their representatives may have the fullest information for their protection?

It is a confidential document prepared for the information of the Secretary of State alone, and it would be a departure from practice and create a very undesirable precedent, if I were to lay it upon the Table.
