§ COLONEL HOWARD VINCENTI wish to ask you, Mr. Speaker, as a matter of practice, whether the Resolution agreed to unanimously by the House on the 13th of February, 1891, as to fair wages and contracts is binding on this Parliament and on the present Executive Government? Some doubt has been expressed on the point.
§ MR. SPEAKERIt is very difficult for me to lay down the exact bearing of a Resolution of this House. There are no penalties attaching to the infraction of that Resolution. The question is one for the House to decide.
§ COLONEL HOWARD VINCENTThen it would be desirable to move the Resolution again in this Parliament?
§ MR. SPEAKERIf the hon. Member thinks that will add to its force.
