I hope the hon. Member will allow the Second Reading, in order that the Bill may be referred to a Select Committee.

The Government are quite willing to have this Bill referred to a Select Committee. I therefore hope the hon. Member will withdraw his objection.

I wish to point out to the right hon. Gentleman that the only means we have of getting our Bill through is by objecting to the Bills of Members of the Unionist or Tory Party.
