MR. STUART-WORTLEY (Sheffield, Hallam)

, in moving the Second Reading of this Bill, said it was for exactly the same objects as the Bill which had been introduced by the hon. and learned Member for the Attercliffe Division of Sheffield (Mr. Coleridge), and carried to a Second Reading, notwithstanding that it had not been distributed to Members. He hoped, therefore, the House would grant him the same indulgence and allow the Bill to be read a second time.
