I beg to ask the Secretary of State for the Home Department whether he is prepared to state to the House, before the Second Reading of the Employers' Liability Bill, what are the Amendments which he proposes to make in the Third Clause of that Bill in order to correct inaccuracies in the text as printed?

I wish to ask the right hon. Gentleman if, in the event of receiving a requisition from Trades Unions all over the country, he would be prepared to strike out Clauses 3 and 4 of the Bill?

MR. ASQUITH

I cannot answer that without consideration. I cannot at present state definitively the precise verbal Amendments which will have to be made in the third clause. Their general effect will be to give the Court power, in ordering a payment to the employer from the Mutual Insurance Fund, to have regard to the amount of the damages recovered, the extent of the employer's contribution to the fund, and all the circumstances of the case.
