I beg to ask the Secretary for Scotland whether any emigration of Scotch crofters is now taking place from the Highlands to British Columbia; and how far the loan made for that purpose to the Columbian Government has been expended?

The arrangements made by the late Government were to the effect that a loan was sanctioned to the British Columbian Government to assist the emigration of Scotch crofters. The British Columbian Government, under a Statute, propose to conduct that emigration through the agency of a company which has not yet been formed. The loan has, therefore not been made, and still less expended.
