I beg to ask the Secretary of State for War if he can inform the House what objections or difficulties exist to prevent the employment of discharged soldiers, or men of the Army Reserve, as clerks in the War Office and Departmental Head-Quarters, in the place of non-commissioned officers and men who are still receiving pay for serving with the colours?

The men referred to—11 in number—are only temporarily employed; and it is more convenient to obtain them from regiments than to engage for short terms men who might otherwise obtain permanent employment elsewhere.
