I beg to ask the President of the Board of Trade whether, in view of the fact that no officers can be employed in merchant vessels whose knowledge and competency have not been certified by the Board of Trade, the Board has the power of dismissing or suspending them without reference to the owner?

Only officers of foreign-going ships, or of home trade passenger ships, are required to hold certificates. The Board of Trade have no power to dismiss or suspend officers, but the Merchant Shipping Acts provide machinery for depriving them of their certificates where incompetency or misconduct may be proved.
