I beg to ask the Secretary of State for War whether, in the selection of provincial newspapers in which War Office advertisements are inserted, the amount of circulation is the guiding principle, or whether any other circumstances, such as political opinions, are taken into account?

Sir, the amount of circulation is the guiding principle; but the hon. Gentleman, if he investigates the matter, will find that the amount of circulation somewhat varies according to the politics of the Government in power.
